While Twitter's Bootstrap frontend UI framework is marvelous, it is not the most complete UI framework out there. It only covers elements used commonly in designing the new Twitter look.
In many of today's production environments, different controls might be needed.
The Fuel UX project aims to add support for some of the elements left out by Twitter's team, which still are not part of the original core.
