Not a full blown progress bar, the "Progress Bar" plugin can create a simple bar, filled at a desired percentage value.

It can be used to indicate the current status of an operation or project.

It is animated at page load from zero to the current value and every time the page is resized.

The progress status bars can be embedded with the aid of a shortcode, documented in the plugin's README files.

Installation:

Unpack and upload it to the /wp-content/plugins/ directory.
Activate the plugin through the 'Plugins' menu in WordPress.

Requirements:

· WordPress 2.8 or higher
