It does not address the native browser window scrollbars, but the ones attached to page elements when their content is to big to show inside their default container.
Just like any other floating element, the scroll bar will always remain visible on screen.
But there's a catch, the scrollbar will be visible and float above its designated container as long as the container itself is visible on screen.
Once it disappears, so does the scrollbar.
Requirements:
· JavaScript enabled on client side
· jQuery 1.3 or higher
